Provisions on the Administration of Using 5905-5925MHz Frequency Band for Direct Communication of Vehicle Networking (Intelligent Networked Vehicles) (Provisional)

In order to promote the application and development of intelligent networked vehicles in China, and meet the needs of intelligent transportation systems such as vehicle networking to use radio frequencies, according to the Regulations of People’s Republic of China (PRC) on Radio Management and the Regulations of People’s Republic of China (PRC) on Radio Frequency Division, combined with the actual situation of frequency use in China, the relevant matters concerning the use of direct communication frequencies of vehicle networking (intelligent networked vehicles) are stipulated as follows:

1. Plan the frequency band of 5905-5925MHz as the working frequency band for the direct communication of vehicle networking (intelligent networked vehicles) based on LTE-V2X technology. In this paper, the direct communication of vehicle networking (intelligent networked vehicles) refers to the direct communication and information exchange between vehicles, roads and people through radio transmission by roadside, vehicle-mounted and portable radio equipment. See the annex for the technical requirements of the radio equipment used.

Two, in the 5905-5925MHz frequency band, the use of roadside radio equipment, the construction and operation of the intelligent transportation system of vehicle networking, in principle, should apply to the national radio regulatory agencies for the use of 5905-5925MHz frequency license. In order to support the national special economic zones, new areas and free trade pilot zones to speed up the construction of intelligent transportation systems, in accordance with the principles of moderate advance, interconnection, safety, high efficiency and intelligence and green, and on the premise of defining the main body of construction and operation, the radio regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government may report to the national radio regulatory agencies for approval before implementing frequency use licenses. Where the provision of services related to vehicle networking involves the operation of telecommunications services, it shall apply for the relevant telecommunications business license in accordance with the law and regulations.

After obtaining the frequency use license after approval, the setting and using unit of roadside radio equipment shall apply to the radio management institution of the local province, autonomous region or municipality directly under the Central Government for obtaining the radio station license. Roadside radio equipment without a radio station license shall not emit radio signals and shall not be protected from harmful radio interference.

Three, in the 5905-5925MHz frequency band, the installation and use of vehicle-mounted and portable radio equipment refer to the management of ground public mobile communication terminals, and it is not necessary to obtain frequency use license and radio station license.

Four, the production or import of car networking (intelligent networked cars) direct communication radio transmitting equipment sold and used in China, should be in accordance with the relevant provisions to the national radio regulatory agencies to apply for and obtain the type approval certificate of radio transmitting equipment.

Five, since January 1, 2022, in principle, no longer accept and approve applications for new settings and use licenses for satellite earth stations (except monitoring stations) in the 5905-5925MHz frequency band. If it is really necessary in remote areas, it can be set up and used only after the radio regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government report to the state radio regulatory agencies for approval.

Six, in the 5905-5925MHz frequency band, the use of car networking (intelligent networked cars) direct communication radio equipment shall not cause harmful interference to the existing stations (stations) of satellite fixing, radio positioning, fixing and other radio services carried out in accordance with the law in the same frequency or adjacent frequency bands.

Seven, in order to protect the normal operation of the existing legal radio stations (stations) and car networking (intelligent networked cars) radio equipment, in the 5905-5925MHz frequency band, set up and use car networking (intelligent networked cars) direct communication roadside radio equipment, in principle, should be 7km away from the radar station and satellite earth station that have been legally used. If it is really necessary to deploy within the above-mentioned scope, it shall be set up and used only after being coordinated and approved by the local radio management institutions of provinces, autonomous regions and municipalities directly under the Central Government.

Eight, before setting up and using roadside radio equipment in 5905-5925MHz frequency band, electromagnetic environment testing and interference protection should be done well to minimize radio interference and eliminate radio interference hidden dangers. In case of harmful radio interference, the radio management organization where the interference occurs shall be reported by the radio interference party to coordinate and solve it according to the principle of "out-of-band, in-band, secondary business, main business, later use, first use, and planning without planning".

Nine, in the 5905-5925MHz frequency band, the use of car radio equipment and portable radio equipment should not put forward interference protection requirements in principle; In case of external harmful interference, you can ask for help from the radio management agency where the interference occurs.

X. These Provisions shall come into force as of December 1, 2018.

Annex. Technical requirements for direct communication radio equipment of vehicle networking (intelligent networked vehicles)

  In the next step, the network audio-visual industry should continue to increase the positive publicity of the main theme with a high degree of political consciousness. Teenagers are the mainstream group of online audio-visual consumption. Young people of this age are highly plastic, and online audio-visual content products are more likely to touch their hearts. This year, the General Administration issued the Regulations on the Administration of Minors’ Programs. I hope everyone will take this opportunity to vigorously strengthen the construction of online audio-visual culture for teenagers. We should persist in providing high-quality products and eliminating bad information, especially using language habits and expressions that teenagers are willing to accept, and introduce more vivid stories that show the fighting spirit of ordinary people in the new era and show ordinary families through thick and thin, so as to guide them to build a solid spiritual foundation and grow up healthily and happily.
