The problem of insufficient development imbalance is still outstanding.In 2018, when General Secretary of the Supreme Leader visited Guangdong, he pointed out that the imbalance between urban and rural development is the biggest shortcoming of Guangdong’s high-quality development. Restricted by resource endowment, location conditions, historical development and other factors, the task of improving the balance and coordination of regional development in Guangdong is still arduous. In 2022, the GDP of eastern Guangdong, western Guangdong and northern Guangdong, which accounts for nearly 70% of the land area of the province, is less than 20% of the province. Some people in charge of manufacturing enterprises also pointed out that the transformation and upgrading of enterprises urgently need R&D and skilled talents, which have high training costs and high turnover rate. Especially in eastern Guangdong, western Guangdong and northern Guangdong, due to unsatisfactory salary, imperfect living and scientific research facilities, and little room for development, talent attraction is "congenital deficiency", and "can’t afford it" and "can’t stay" coexist.
The development level of open economy needs to be improved.Compared with the world-class Bay Area, there is still much room for Guangdong to develop an open economy. The level of integrated development in Guangdong-Hong Kong-Macao Greater Bay Area is not high enough, and there are still some obstacles that affect the cross-border flow and efficient allocation of goods, people, capital, information and technology. There are not enough market platforms and functional institutions with global influence, and the self-controllable, safe and efficient global industrial chain supply chain system needs to be further improved; The level of institutional openness is not high enough, and the ability to participate in the formulation of high-standard international economic and trade rules needs to be further improved.
There are still weak links between shared development and safe development.There are still many shortcomings and weaknesses in the field of people’s livelihood in Guangdong, and there is still a gap between public services such as employment, education, medical care, childcare, old-age care and housing and the expectations of the masses. During the investigation and visit, some enterprises reported that their children’s education, medical care and other supporting facilities were insufficient, which had a great impact on talent introduction and business expansion. In eastern Guangdong, western Guangdong and northern Guangdong, there are still problems such as uneven supply and demand of degrees and structural mismatch in preschool education and basic education. There are still some hidden dangers in safe development. There are still many problems to be solved in ensuring the reliable and safe supply chain of grain, energy, water resources and industrial chain and preventing and resolving financial risks. The task of overall development and safety is arduous.
